SEO, Link Building & Social Media in Australia?

Working through some SEO issues on a clients site and have come to the conclusion we have done just about all we can do on “On page Optimisation”.
We are getting decent daily organic search traffic mainly from Google but its not setting the world on fire, so obviously we want to improve this. (strangely there isnt much from Yahoo or MSN, but it might be reflective of the search engine market share in Australia)
Mostly what we need to do now is link building. Having done a lot of research on this, it seems to me that the link building opportunities are not as good as if you are in a US based business.
You can do you normal blog linking, linking requests and asking people who you have written about to link to the story you wrote.
What I think is missing though is social media linking and the huge traffic this can bring.
My belief is that Australia has far less users per capita of Digg, Technorati and all the other social book marking and tagging sites than does the US.
So the chances of a business story in Australia getting on the front page of digg are pretty slim.
Is it time for someone to start an Australian Social Media tagging site?
